Chip Away is an offensive Normal-type move. The attack ignores any changes to the target's stats (i.e. Defense, Special Defense, and Evasion); this includes negative as well as positive changes. Chip Away does not ignore changes to the target as a result of Reflect, abilities like Sand Veil, or items like Eviolite. It is also still affected by changes to the user's Attack or Accuracy.
